If you have a quote, verse, poem, etc. at the start of a chapter to set the mood...do you leave it there when asked to submit the first 3 chapters or remove it?

You're talking about an epigraph? I don't know if it matters if you do that or not. In the end, if your work is accepted...I imagine it will be decided then if the epigraph stays or not.
