When I'm editing/commenting on a long story or chapter, I bring it into Word.
I'm pretty Word-Able - I can search for bold and turn it into forum-bold, italic and change it into forum-italic, etc...but it would be great if I didn't have to do that (and some people *don't* know how to do that, and some people don't use a full-fledged word processor for editing).
In a wonderful world, for us Word users, there would be a way to convert "Track Changes" data to forum post data, but that seems pretty unlikely.
I don't do that type of programming, don't know anyone who does...and I don't know of any existing programs that will let you take a vBulletin post, copy it into an editor, make markup changes (strikeout/bold/italic), then copy and paste it back into a forum post, with my edits included.
If something exists like this, please tell me about it. If something doesn't...someone please write one? lol.
