The Washington Post has an article today reporting on the backlog in the copyright office:

Apparently, they upgraded to a new system, and it's been the cause of some of the problems. Though they do have an expediation fee, so it doesn't affect publishers who are willing to pay the extra fee. It mainly affects individuals who are submitting applications.
