I'm fairly new to the forum, but like elae I'm also a writer/artist. I fall more to the side of writing (finishing up my prose novel now) but I also am writing and drawing my own graphic novel. I've never drawn a script by someone else - I don't think my drawing is really at that level.
I can draw at an intermediate level, I've occasionally sold icons and concepts, but I don't have the patience or take enough joy in drawing to do manga pages. Panels with people and action and backgrounds and leaving room for text are too complicated for my poor brain. So I try to limit myself to providing character concepts but letting the artist reinterpret them, and a thumbnail/storyboard only if the artist wants it.
Tuba Player Rant: As this is a WRITING forum, shouldn't writers be called the "artists" here, and the people doing the drawing be called "illustrators"? Just out of deference, and all....
