I think it's from a sound track in a movie. 'Woot! There it is!' 'Woot! There it is!'
You could ask in the House of Love - someone there would be able to tell you the song, the movie, the artist, and the year....me, I don't do flix.

Literally a 'besom' is one of those old-fashioned witch's brooms, but in Scotspeak the phrase just means something like 'Cheeky madam' or 'sarcastic cow.'
