Why can't I post new threads in the take it outside the board? Could some send me a pvt message explaining this?

TIO is locked to new threads for everyone; it's where threads are moved when they get out of hand.
As SP said, no one can start threads in TIO, it's where we port threads that become a bit testy. You can, of course, still post inside the threads there, so long as they aren't locked.
