What's the Arbiter Lounge and Bolthole?

Uncle! I give, you made me curious. What's the Arbiter Lounge and Bolthole? The description says "The place to go when you need a break, a sanity check, or send up the bat signal for air support"

Is that a place where people go if they are sick of all the arguing in Politics & Current Events? Or somewhere where they are sent? Or both? If you need a rest, do you have to ask a mod to send you there? In that case, is it sort of like the self-bannination some members use when they are trying to meet a writing deadline?
