What should you include in an electronic (ms) submission?

This is for a picture book. I've found several agents and publishers in Writers Market that request that you submit a MS without a query. Should you include a cover letter?

I asked on another thread. Sorry to be repetitive. I just want to make absolutely sure I do this right.
