I am writing a cover letter for a short story submission, the piece has already been looked at by another magazine, but I have not heard from this magazine in well over six months. How should I bring this up in my cover letter?

IMO, you shouldn't. If you haven't heard from a magazine in six months, assume rejection and move forward.

There are some things you're really much better off not telling people. How often you've been rejected is one of them.

I gotta agree with everyone else, if it were a week since you sent it off to another magazine you should mention it but 6 months is enough time to assume rejection, mentally stick your tongue at the magazine, and send it off with no need to mention it.
