I'm looking for a list/website that identifies "no fee" groups or organizations that evaluate stories and select an annual winner in a peculiar categories (for example SF). One example would be the EPIC. Would appreciate any insights. Thanx

A link would be nice. Lots of things on Google are EPIC.
The odds of such a list are slim what with TANSTAAFL being rife in the wide world. I don't know of any such list and don't blame you for wanting one with no fees attached. There's a lotta scammers out there!
If you want feedback, the Share Your Work on AW is all I can think if, that and/or local workshops/writing groups in your area.

It sounds like you are looking for what they call a "contest." Usually a group of people evaluate stories and choose a winner each year in various genres. Otherwise, I am not sure what you want.

If you mean Electronically Published Internet Connection they do charge a fee for both membership and the contest.
