Holy cow, noob question here, but is the process of submitting a PB idea the same as for a regular novel?

Most agents/editors request that you enclose/attach the entire ms with your query letter.

You probably want to just enclose your manuscript and do a simplified query letter.

PBs are different than novels, because you're talking a few pages rather than numerous chapters.

Check the guidelines. There are a few publishers who want a query only even for PB. The majority wants you to include the manuscript with the query.

Yep. And no illustrations needed. If your PB is picked up, then they pair you with an illustrator.

Ms. is formatted just like a novel. Cover letter, brief.

Start story on second page? I've read to start the story on first page, like a short story.

I've submitted that way; even for a PB. (This is a book, not a short story or a story for a child's magazine.) But I doubt when it comes to so few words, it would make or break a sale.
