Just getting proof read at the moment and we have a dilemma.

For paragraph headings which is better

England Short On Saturday
or
England short on Saturday?

What words should be capitalized as a general rule in headings/paragraph headings?

I think I would follow the same rules for capitalizing titles (I don't actually do much writing that has paragraph headings):

Always capitalize the first and last word; don't capitalize words like "a" and "the"; don't capitalize conjunctions or prepositions when they are four letters or less; capitalize proper nouns.

So in your example I would make it England Short on Saturday.
