Where to publish a story

I highly recommend the market index at www.ralan.com, and the www.duotrope.com. It really depends on the nature of the story as each market is different in what they prefer. It's best to search one of those (or other) sites for markets and then, if possible, read some of what the market has previously accepted to see if your story fits.
