I'm leading toward the apostrophe, becuase the leaders belong to tomorrow. Is that right?

It's "preparing tomorrow's leaders today," because it is tomorrow that possesses them, so to speak.

Handy rule of thumb: if you can substitute an "of" phrase, you need the apostrophe. Tomorrow's leaders = leaders of tomorrow, apostrophe needed.
