He seems to be legit. Query Tracker shows that he's recently re-opened to queries, but has not responded to any.
Thank you Pastelnudes. I'm currently building my query list and there are a lot more people taking fantasy than there were last time I was doing this. Doesn't mean they'll take mine, of course...
This line on their website killed any interest from me:

To be fair, there are literally thousands of agencies in the US, and only a few hundred in the UK.
Of course there is nothing to stop UK writers querying US agencies in return, but there are (1) more writers in the US as well and (2) many of us would prefer an agent who is based in our home territory and knows the editors in said territory.
