Is this sub-plot offensive to trans people?

I'm planning to have a sub-plot where the female protagonist who's having a crush on her (unmentioned sexual prefrence) female mentor also has gender dysphoria, which leads him to start slowly changing his gender, where by the time he confesses at the climax he'd fully transitioned into a male.


While in the surface it should be fine, what I'm not sure on is how it would make the protagonist seem a bit homophobic (because it appears that he had to change his gender first before confessing so that his relationship would appear hetero-normative). What makes the issue more complicated is that I'm explicitly trying to potray their country as one that accepts transgenderism but not homosexual relationships, so what do you guys think?

It's a thing that could happen so its a story that could be told. But it could also easily go wrong. For example, I think you would say that he made his appearance more gender affirming, rather than changed his gender.
