Sorry if this is the wrong section, but is there a way for me to go from a “Professional” setup to a “Blog” setup easily with WP.com? I paid for the “Personal” plan and am in the process of mapping my domain from GoDaddy, but I've only just started building my site. If I delete it then go to the blog format, will I have to buy a new plan and lose the plan I already bought along with the ability to map my domain?

Are you talking about templates?

These are the paid plans.

Professional vs blog sounds to me like a design issue, not a plan issue.

No, I meant if I delete the site I've barely started building, will I have to buy another plan to build a site in the blog format on top of the plan I've already paid for? And will I also lose the ability to map my domain by deleting to site? Sorry for the confusion. :)

No. You won't. You can nuke and pave the content and design.
