In my book which is about construction, many times there are words like civil engineering, civil engineer, project management, project manager, architect, electrical engineer, and so on.... do i need to capitalize the first letters of these (and if so, both words or just the first one), every time they appear, even within sentences and no matter how often they appear?

Generally speaking, you only need to capitalize these words if they're used as titles for a name:
Project Manager Amelia Johnson spoke first.
If you're using it as a job description, then go lower case:
The project manager spoke first.
Project Manager Amelia Johnson spoke first.

Only when one of the words is at the front of the sentence. Consider: "The project manager gives the blueprints to the architect" versus "The Project Manager gives the blueprints to the Architect." Looks off, right? Job titles are rarely capitalized unless it's tied to a specific person (The principal versus Principal Jones). Lowercase is fully acceptable.
