What is it you're looking for? I'm not sure. How to write the award ceremony scene?

Where would the Padma Shri award ceremony take place? The internet suggests it's the Rashtrapati Bhavan, the official home of the president. You could have mentioned these things.

Are recipients called up onto a stage to accept their award? I can see pics of a uniformed official standing at a podium, with someone being given a white scroll.

Would your MC (main character) be escorted up when her name is called, because she's blind? Is she on her own or does she have a companion with her?

Do award recipients get to say something when they get their award?

I don't know the answers to any of these questions, see if you can find out.

I'm just trying this to see how it looks for you, I don't know your character's name so I've used MC:

INT. PADMA SHRI AWARDS CEREMONY - RASHTRAPATI BHAVAN - DAY

MC sits among the attentive audience, listening as--

The ANNOUNCER calls out various names and one by one the persons come up onto the stage to receive congratulations and their award.

The audience applauds each person.

ANNOUNCER
And this year's Padma Shri award for outstanding social work, namely providing unfailing care service at no small cost to herself, goes to... MC. Is she here?

MC takes a deep breath, and stands up. An official comes to her, to escort her up to the Announcer's podium.

OFFICIAL
If you will please come with me, madam?

He offers her his white-gloved hand. MC places her hand upon his.

MC
Thank you.

The audience watch as MC is led to the podium. She holds her head high and steps carefully. She fights to hold back tears for this is her greatest moment.

ANNOUNCER
It is with great pleasure that we give this prestigious award to MC, whose tireless and selfless care work in the community we hereby acknowledge. Congratulations.

The Announcer offers the award scroll. An awkward moment, she can't see this. The Announcer looks at the official who escorted her, will you take it instead?

But somehow sensing what is happening, MC extends her hands. She finds the scroll and takes it from the Announcer.

MC
Thank you. It is my honor to have been nominated for this award. I thank everyone who has helped me on my path. I will never forget this day. Thank you.

OFFICIAL
This way, madam. I shall take you back to your seat.

MC
I know the way, thank you.

The audience watches in silence as MC walks back up the aisle and finds her seat and sits down. The audience applauds her.

MC smiles her thanks and wipes a tear away with her finger. She holds her scroll to her chest.

...tea break over, back to writing! Hope it helps.

If that is totally not what you were asking or wanting, please make your questions more clear.

Yes. Having a fictional character win a real-life award is a common trope in film/TV as well as books. Fictional characters have won Oscars, the Pulitzer Prize, the Nobel Prize, the Medal of Honor, etc.

Check out this link from the TV Tropes website for examples: Real Award, Fictional Character.

I think the bigger problem is going to be scenes with things like a big audience in a large, specific room, which would push costs up. If it's only being done as a writing sample, that wouldn't be a factor, though.
