I'm seeing this on a couple agents websites lately and I'm wondering exactly what that means. Do they want to know how many other agents I've subbed to? That seems weird to me, but I can't think of anything else.

Think they are more concerned about which publishing houses may have seen the manuscript.

They want to know where you have submitted that manuscript, mainly publishers. It makes sense because it limits the number of unexploited markets they could send it to.

Okay. That makes sense. So do I just make a note at the bottom of my query that it hasn't been submitted to publishing houses?

Actually, I think this might be a good idea. I don't know that, if you mention nothing, it will be assumed you have not submitted to any publishers. It might be assumed that you are not good at following instructions.
