Sometimes, the call isn't The Call. A call to discuss an R&R could result in an offer, but not necessarily and sometimes there are more calls before an offer is made. A call to discuss an R&R does indicate interest and that's a very good thing. Think of it as a sort of "first date"—the agent wants to get to know you, learn your vision for the book, and find out how open you are to revisions and edits. That sort of thing. So, it's a cause for dancin', but don't be disappointed if that first call doesn't end with an offer. It could lead to one, though.
