VAT expectations for editing services?

I'm looking into hiring a freelance editor. I'm English-speaking but not from the US, so I'm not really sure what I'm meant to expect regarding VAT.

Do I pay VAT for editing services? Is it on top of the price-per-word, or is it included in the prices I'm being quoted? And, does the fact that the editor I'm hiring is in one country and I'm in another make any kind of difference?

I would suspect you need to consult the local tax laws of your current location. As we aren't allowed to give medical or legal advice here, we honestly can't answer tax or accounting questions, either.
