In the phrase "Subject - adverb - verb - preposition" can adverb and verb be switched and are there guidelines about which construction is best and/or when? Or is it writer's discretion....

Example

Sally quickly ran to

vs

Sally ran quickly to

Thanks!

It's emphasis, but both examples are correct. The subj. - adv. - verb pattern puts emphasis on the adverb. Obviously there are a lot of constructs where this pattern can't be used.

Either way is acceptable. It depends on where you want to place the emphasis.
