Were you ever the one voting for or against a submission? Did you really read that poem? Or do you mostly scan through the slushpile?

Yes, and I both scanned and read. Even the no-pay e-zines are flooded with submissions and a lot of them aren't publishable. There's no obligation, reason, or time to read everything to the very end. If a short piece is very amateurish at the beginning, trust me it doesn't take a great leap in quality by the middle or end. You learn to scan quickly-and competently- to find the stories that merit more attention. If that's what you were asking.
