A cookie is a small text file, that a web page server can leave on a Internet users hard drive. When the user revisits the site, the web-sever can use the information the cookie contains. You need cookies to allow interaction between the users and the web sites, for instance ,knowing whats in your shopping basket. But cookies can also be used to monitor your surfing habits.
Cookies are not small programs and on there Owen pose no real threat to your computer ,but the information cookies contain can be soled to third a party.

It's a small text file stored by Webbrowsers that contains information about your account on a Website; the information may be lightly encrypted.

Many sites require a cookie as part of the login and verification process.

Norton 360 cleans out 80 to 120 or so "tracking cookies" every time I run a basic scan. The things accumulate like leaves on the lawn in October.

I actually encourage people who know their logins to purge cookies.

They get stale or corrupted / damaged and can cause minor but frustrating problems.
