Good question. I have no idea if this is limited to people in the U.S. because I have no affiliation. I found the information about the competition on a different web site and thought I would share it here.

Well, it doesn't mention it anywhere on their site, but I don't think they're going to pay international air fares just to get people there if they win. Also, after reading the winning essays (and the discussion topics) I have to say it's geared mostly towards US Americans. Oh, well. Thanks, anyway.
