I'm sure thats the excuse, and it makes a little sense.

But it seems a bit childish to me to stop playing the game when the game has not ended. The people in charge still have some work to do. At least until the fat lady sings.

It's not like they've "stopped playing". This thing obviously requires the hiring of bunches of new (probably temporary) staff people to handle the day-to-day movement of paper required. It doesn't help that Treasury can't stick to one plan and carry it along for more than about three days at a crack.
