Their guidelines say it usually takes a month or so to respond. I'd wait six months before even considering another nudge. A month or so is very vague. Three to six is common in the industry. In fact a month is very quick for a publishing house.
You can check query tracker to see if others have posted wait times.

My co-author and I were planning on submitting our MG novel to Tilbury, but then we noticed that the submissions email is the same as the email for Sleeping Bear Press, to whom we've already submitted. Tilbury and Sleeping Bear have the same parent company, and the two are described as "sister imprints." The Tilbury submission guidelines say to put "Submission (Tilbury House)" in the subject header. Would it be weird to submit to them using the same email address we just used to submit to Sleeping Bear? Is it possible they pass submissions back and forth?

That is kinda weird. Do they have the same acquiring editors? Do they say anything on their website(s) about it?
