I know David Howe who runs Telos. and I have some of their books. They are legit

They are legit, but not taking submissions at the moment.

My local Ottakars (Now Waterstones) used to stock their books, but I think that was because they published a novella by one of the blokes who works there.

I've never seen them anywhere else, but ordered a couple from amazon. Pricy, but they are good. (I'm talking about their Novellas.)
