Yep, definitely a vanity press. I don't find their website that inspiring either, but they seem to have published a lot of books. I don't know if their rates are that high compared to other vanity presses, and they're up front about it. You can buy all packages seperately, so you'll probably have an idea of what you're getting into. But still, it's a vanity press and you'll have to pay if you want to see your book on the shelves. And even if you pay, chances you'll actually see it on a shelf are slim.
