It's a mystery indeed! Usually absence of any information anywhere means 4-the-Luv, and 4-the-Luv isn't uncommon for literary journals.

But they do say "Parabola purchases the right to use an article...." so that ought to mean that they do pay something; if so, they may be deliberately withholding the rate because it varies widely depending on the piece and the status of the author.

You can always email them and ask -- or submit, and then decline their offer if they say yes but don't offer sufficient compensation.

Found a 2018 statement from Parabola that was informative:

We do not have a fixed pay rate for articles, but pay each author a portion of a set issue budget, depending on the length of each article and the number of total articles accepted. If an issue includes a few long articles, each author will receive a larger payment; if there are a larger number of shorter articles, each author will receive a smaller amount. Article payment generally ranges from $150 to $400. The payment for epicycles and book reviews is $75. Forum contributions are unpaid.
