Ooligan Press is a teaching press staffed by students pursuing master’s degrees in the Department of English at Portland State University (PSU).

Does this happen very often? I don't think I've heard of it.

The "About" page links to a Publishers Weekly article, which says that they do not pay advances. However, the article is from 2011 so I don't know if the information is current.
