I've seen where they distribute for bigger name house like S&S (Linda Robertson's novels).

Loconeal doesn't distribute for S&S. Ms. Robertson participated in Loconeal's Author Distribution Program (.pdf).

The covers look pretty bad, as do the Amazon rankings (I checked the six or so books with November and December release dates).

There's also a potential conflict of interest concern: they own Handcar Press, which provides self-publishing and other paid services, and also sells marketing materials.

Handcar site went "under construction" Fall of '14, and disappeared by Summer '15. Books promoted as being published by/dist. through Handcar are listed on Amazon as Loconeal Select.

ETA: Acquired by Hydra Publications Oct '17. Site gone.
