Saw this one on Facebook--on my writing organization's website, of all things! It's the Publish Me! contest by Nurmal. Link: http://www.nurmal.com/publishme/

The reading fee is $250. Just the impression I get reading down the page, pretty much you pay $250 to help one person get published via POD.

Since I wrote that blog post (and possibly as a result), Nurmal has changed its contest agreement to make the rights situation clear. That's good--but they still are charging that ginormous reading fee.
