Ahem.
Sat March 22 is a very important Hindu festival in which we... uh... get into big water fights. With colored powders, too. Water balloons a plus.

And so, in the name of cultural knowledge and appreciation and water balloons,

You don't want me to send colored water anywhere, because I have one of the largest personal collections of permanent (fountain pen) water-based inks I know of.

The ink I have binds to cellulose (and thus most clothing) when dry, but washes off skin fairly well.

(Not all the inks I have that are eternal, and not all of the inks below are eternal)

Many of them glow in UV, too:
