Not ever doing any kind of 'freelance', am not sure about the proposal. Do I just outline the concept and ask if they would be interested? I started to post this on the main site, but that seems to be for the well seasoned folks. (am such a baby)

As an editor what do you look for? Thank you for any information you might share.

This is going to sound like a huge sales pitch, but Jenna's book, Make a Real Living as a Freelance Writer explains everything you need to know about making a pitch to an editor. I recommend you read that--there's more explaining to making a good pitch to an editor (not to mention different pitches to different markets) than I have room to explain here. Good luck!
P.S. I assume you're talking about magazine articles, right? If you're talking about a book proposal, give me some more details and I'll try to help.
