Writing a proposal

Does anyone have any idea how to write a proposal for fiction? Dominick Abel asked for the first three chapters, an outline, proposal and synopsis. I'm excited about the request, because I think he's perfect for my book, but that's a lot of work for just three chapters.

I'm still waiting on five agents to respond, but I am doing a round of queries again, just in case.

I could be wrong, but I think the first three chapters, outline, and synopsis IS the proposal.

I agree with Finni. When I handed in my proposal, it was the first three chapters, an outline, a one-page explanation of the vampire mythos at work in the books and another one-page explanation of where I saw the series going at three-book, five-book or open-ended lengths. (Obviously, I figured if they went for the latter, they'd bring in additional authors. They surprised me by buying four books, which took some plot-juggling, but okay.) That was all there was to it.
