Mint Condition, I believes refers to money freshly made, or "minted."

Mint Conditioned would mean that you've taken mints and rubbed it all over the leather seats.

VG, in this case I would because it's being used as an adjective. You certainly wouldn't put a hyphen in the phrase "in mint condition".

I would rearrange the sentence so that "1969 Mercury Cougar" is together--that's the particular car model, the rest describes it.
