It's obvious that Chip here is some sort of super hero who sweeps in at the scene of accidents and hems the victim's pants before the press arrives. It's all well and good you've got head trauma, but that's no excuse for an untidy hem.

It's quite obvious.

He's a serial killer along the lines of that madman in Silence of the Lambs.

He was caught and jailed several years ago, but was being escorted to the prison chapel for his wedding to one of those nuts who write to serial killers (the chapel's just outside the grounds).

The van crashed, but the dumb cops don't yet know that he's escaped as they wait for assistance.

He's now off to make himself another body suit, hence the satisfied grin.
