PDF Reader on CD - best way to do it?

I'm allowed to make CD copies of my newly released book for sale or for review distribution - but I'm unsure of how to make them so that they can actually be *read*.

I know that almost everyone has Adobe Reader and can read PDF, but... should I be worried about having the program *on* the CD? Yes, they can download it for free and all that, but if peeps are reading it as a stand-alone on a laptop that's not connected to the internet, is it a bad assumption that everyone will have a PDF reader of some sort?

And if I should/have to include it, what's the best format?

Include a text .txt readme with the URL to Adobe's download page for the free reader; you need a license to include it on the cd.
