I wrote the following sentence in a document, which was considered correct by Word's grammar check:

Florida is one of 13 states that currently have a three-stage graduated licensing system.

My client wants me to change it to:

Florida is one of 13 states that currently has a three-stage graduated licensing system.

Who is correct? Is Word wacko, or do I have it right? I posted this in another forum, and we all seem to disagree.

Take out your prepositional phrase "of 13 states" and it's easy:

Florida is one that currently has a three-stage.....

I disagree. The "that" refers to "states" not Florida. Or at least it can. Both readings are possible. So make your client happy, not me. ;)

You're right.

"That" modifies "states" and not "Florida."

Thirteen states have a three-stage graduated licensing system and Florida is one.

I think have modifies thirteen states.

However the client is always right so maybe;

Florida, one of thirteen states, has a three-stage graduated licensing system.

Florida and one are the subject. Florida=one.

Florida has a three-stage....
One has a three-stage....

You could also substitute another sentence with the exact construction to eliminate the problematic "that":

John is one of my friends who currently has a worthless English degree.

The singular subject, John and one, takes a singular verb, has.

After mulling this over while cooking lunch I have to submit to the others that have suggested has is correct.

Has has it.
