Some agents post cite that they will not accept any "unsolicted queries." What does this mean? How can you reach these agents w/ a QL?

You can't.
It means you need a referral from another agent, an editor or existing client.
Why do you want to query an agency that is not taking queries for anyway?
There are plenty out there that do take them. (http://agentquery.com)
Most say no unsolicited manuscripts and that means you can query them until the cows come home (I've said that twice today -- what is this about cows?)
Hope this helps
