Not sure if this is the right place for this but...

Does anyone know of any distributors for emerging presses that will start with less than sixteen titles?

The big distributors all seem to require a backlist of sixteen. I do understand their reasons and have no problem with it. It's just going to take me a while before I get sixteen titles out as I'm operating on a very small budget. I've released only my first so far (a fantasy anthology) with two releases planned for 2007.

One thing you might check is for small presses that DO have some distribution going on and see if you can't work out some arrangement to distribute through them cooperatively. This summer a successful small press (Strebor Books) worked out a distribution deal with McMillan. If they can you might be able to get something going with another house's distribution efforts.
