"The second group of muscles is called the smooth muscle."

or

"The second group of muscles are called the smooth muscle."

Is "group" an implied plural?

I am debating with my bf on this one. We have an exciting relationship. :D

Group is.

Would you ever say, "The group are [insert adjective here]," for example?

Well. Maybe you would, but you'd be wrong. :)

Group is singular; you can double check this by noting that there is a specific plural form, groups.

Singular noun, singular verb.

Go with "is."

Note to self: Never look over grammar when I am upset.
