Shouldn't all NATO forces share the burden in Afghanistan?

Yes, depending on their capabilities, not their (or their nation's) views or fears.

If the ground commander is limited in force usage because certain elements cannot be moved wherever he needs them, he can't do his job properly. As we used to say, "The Mission Dictates", meaning you adapt quickly or fail.

Surely were it one of those member states needing NATO involvement, they would not want anyone to play token presence or bystander while other nations' soldiers were dying.
