I have a very dim memory of a scam that involved asking writers for signed promotional materials. Can anyone recall what this was and how it worked?

I performed a number of searches for you on the archives. Found naught.
Do you have any more pertinent details like an approximate date/s, possible forum/s, type of writing? - this would help me narrow the search.
