Why can't we say "When I will be forty,..."?

Who the heck says we can't? It depends on context.

When I will be forty, my husband will be fifty.

Because it's horrible grammar and really has no meaning. "When" and "will be" are contradictory. When I am forty is fine, and when will I be forty is fine. When I will be forty doesn't make any sense.
