If an editor were receiving harassing e-mails from someone outside the United States and wanted to file a harassment complaint, what would be some options for going about that? Certainly, blocking messages from the sender's current e-mail address is an option. Obviously one could notify the ISP from which the harassing messages were sent, but since the harasser is outside the U.S., would contacting the police have any effect? What about contacting one's senator or the U.S. consulate in the harasser's country of origin? Any advice, suggestions, or personal experiences would be appreciated.
