Editors' recourse for international harassment?

If an editor were receiving harassing e-mails from someone outside the United States and wanted to file a harassment complaint, what would be some options for going about that? Certainly, blocking messages from the sender's current e-mail address is an option. Obviously one could notify the ISP from which the harassing messages were sent, but since the harasser is outside the U.S., would contacting the police have any effect? What about contacting one's senator or the U.S. consulate in the harasser's country of origin? Any advice, suggestions, or personal experiences would be appreciated.

Hi Kristen,

Can you provide any more detail:

Are the e-mails coming from an individual or company?
Are the e-mails in any way threatening or pornographic in nature?
What country are they located?
Will give some ideas what you can do, when I get more info.

Thanks, all. Robert and I have communicated privately and he's helping me to get this worked out. I'll report back if there's anything to report. Otherwise, no news is good news.
