Question regarding partials

It varies. Some will snail mail for a full, some will email, and some will call--I know people who have received requests all of these ways. A call for a full is probably rarest, and email or snail probably depends on their general contact preference.

You won't get an offer based on a partial--at least, not if the agent is reputable. An offer of representation based on a partial is a warning sign--either the agent wants to charge you some kind of fee, or s/he is not very experienced.

I got a call after an agent read my partial, and we discussed a bit about my career and where I saw myself as a writer, etc.

He still wanted to read the full before offering me representation (and did, two days later).

All the rest of the time? Emailed, or a written request for more (actually, 90% of the requests for more came via email).

So it DOES happen every now and then, but I wouldn't sleep with your cellphone next to your ear yet. :)
