Here is Rule One for Submissions:
Start at the TOP with the biggest houses on Publisher's Row and work your way down. Do not bother with barrel scrapings.
Go with the big dogs who have real money to risk on debut writers. Piddly little places don't have the means or resources to spare. They may not be able to even get their books into stores.
Your writing is also a business, and you want to deal with publishers who know what they're doing. You can go with a Fortune 500 level or waste your talent and time on a garage sale.
Ditto for finding an agent. Look for titles in stores like yours. Note who wrote them, look those writers up and see who agents for them. Most writers are happy to mention who reps for them.
Back in the day I was over the moon when a small press accepted my book. I thought a small press would be "friendlier" but let's call it riskier. They went bankrupt a week later.
I was so mad and disappointed, as an act of defiance my next submission choice was the biggest house available.
Danged if I didn't get offered (and took) a 6-book contract.
